Driver cited from Lancaster County horse & buggy crash that injured multiple people, ‘seriously’ hurt 3-year-old

A driver was cited after a horse and buggy crash in Lancaster County last month injured multiple people, including a one and a three-year-old, whose injuries were considered “serious,” State Police said.
