Andy Biggs is favored to win Arizona’s Republican gubernatorial primary Tuesday, but faces scrutiny over blocking a 2013 bill that would have stripped authority from a police force accused of protecting the FLDS cult. The sect’s leader Warren Jeffs was convicted of sexually assaulting underage girls. Primary voting happens Tuesday.
