Three Massachusetts lawmakers made an unannounced visit to Plymouth County Correctional Facility to inspect conditions and check on detainees. Many held there were in the process of becoming U.S. citizens when detained. Congress has the authority to conduct surprise oversight visits of ICE facilities.
